Week 2 Notes

Locker Rooms:

Orange Coast
College: The men’s locker room is available for the officials to change if
you ask to be put there. The downside is you would have to walk around to
the north side of the field to enter the stadium. You would also need to be
sure security is there to let you in. Call ahead. Otherwise, you will be
given the field house (old lockers) at the south end of the stadium to
change. That downside is that there is no hot water to shower.

Ocean View’s locker room/gym is under construction. There is not a place to
change until November.

Westminster High School:
No word yet as to showers for officials. Call ahead then let us know.
Field Markings:
-
Veteran Stadium in Long Beach is marked for college football. At times, the
field crew has added the required high school hash marks. If they have not
added them, be sure that the pylons are placed in the proper location before
the game. This will help the crew place the ball in the correct location.
- The
restraining line 2 yards off the sidelines continues to be a problem. I had
a game which an alumnus was stepping forward to yell at the officials. He
reached the sidelines so I had security remove him from the field. This is
for the safety of the players and officials. Saying that “it’s not our home
school” or “this is a district field” does not relieve game management from
this requirement. The padded sideline markers (G, 10, 20…) work great for
one sideline. A set for the other sideline would be work too. Cones, flags
or caution tape is acceptable if the field can not be marked.
Equipment:

With more sites going to field turf, players are using a stocking type
covering to protect their forearms. This is “legal” as long as there is no
sticky substance on it.

Thank you for cleaning up the adornments. Remember, no “Lance Armstrong”
type bracelets are allowed.
Injury
Time-outs:

If it looks like an injury looks like it might take a while, send both teams
to their sidelines. This benefits both teams in many ways. There is no
unfair advantage if both teams are sent to their sidelines.
Timing
Concerns:

Rule 3-3-3a says extend untimed down if last timed down has and accepted
“live ball penalty” other than unsportsmanlike, non-player or fouls with
loss of down. (If 24 seconds remain on clock after enforcing penalty and the
clock is to run, you will have an untimed down if clock reaches 0:00 before
another snap)

Rule 3-3-4a says period not extended on successful try/field goal with
defensive foul and team wants result of the play. Penalty enforced on
succeeding spot (could be second half).
Penalty
Enforcement on Runs That End Behind the Line of Scrimmage:

Rule 10-4-4 says the basic spot of enforcement at the end of the run. (No
loose ball) The enforcement spot is behind the line of scrimmage for either
team’s foul.

Rule 10-4-2b says the basic spot of enforcement is the previous spot for a
foul during a loose ball play as defined in 10-3-1. (Defense grabs mask of
quarterback in backfield. Quarterback fumbles then recovers in backfield.
Fumble behind line of scrimmage makes this a loose ball play. Previous spot
enforcement)
